A tank that has worked perfectly for years can become inconvenient surprisingly quickly. An extension, new driveway, garden office or replacement boiler can all leave it in the wrong place. Oil tank relocation regulations are there to make sure moving it does not create a fire risk, compromise fuel supply or expose nearby land and water to an oil spill.
For homeowners, landlords and small businesses, the safest approach is to treat a relocation as more than a lifting job. The new position, base, pipework and fire protection all need to be assessed before fuel is transferred. Why relocating an oil tank needs careful planning
Oil is an efficient and dependable fuel for many rural and semi-rural properties, but it must be stored safely. A full domestic tank is heavy, while even an apparently empty tank can contain residual oil and vapour. Moving it without the right equipment or preparation risks damage to the tank, a spill, or disruption to your heating and hot water.
The location also matters. A tank that is too close to a building, boundary, opening or source of ignition may need additional fire protection. Poorly supported tanks can distort or split over time. Pipework that is not correctly rerouted can be vulnerable to damage, air locks or water contamination.
In England, domestic oil storage installations are generally covered by Building Regulations, including the fire safety provisions within Approved Document J. Certain work must be notified to Building Control unless it is completed and self-certified through a registered competent person scheme. Oil tank relocation regulations: the key checks
A site survey should come before any decision about where the tank will sit. It is not just a question of finding an unused corner of the garden. The installer needs to consider the tank size and type, fuel delivery access, the route to the boiler, surrounding structures and the potential consequences of a leak.
Fire separation and protection
Oil tanks need suitable separation from buildings, boundaries, doors, windows, boiler flues and other potential ignition sources. The precise clearances depend on the tank, the construction of nearby surfaces and the layout of the property. A boundary that appears harmless can be relevant if a neighbouring shed or garage is close by.
Where the preferred location cannot meet the usual separation distances, a purpose-designed fire barrier may be an option. This is not a simple screen put in place after the event. Its material, size, position and fire resistance must be appropriate to the installation. In some cases, moving the tank to a different part of the site is the more sensible and cost-effective answer.
A stable, non-combustible base
The new tank needs a firm, level, non-combustible base that supports its full weight when filled. Concrete is common, although other suitable proprietary bases may be used where appropriate. The base must extend beyond the tank and be designed to prevent uneven settlement.
This detail is easily underestimated. A base can look sound when the tank is empty but shift under the weight of several hundred litres of oil. That can strain fittings, affect the outlet and eventually damage the tank. Ground conditions, drainage and the proximity of tree roots should all be considered before the base is constructed.
Pollution prevention and secondary containment
A spill from a domestic oil tank can damage soil, drains, watercourses and neighbouring land. For this reason, the risk of pollution is a major part of tank siting. Tanks close to drains, ditches, streams, wells or areas where a leak could travel quickly need particular care.
A bunded tank has a second outer skin designed to contain oil if the inner tank leaks. Bunding may be required for some installations and is often a prudent choice even where the need is less clear-cut. It can be particularly worthwhile for landlords, commercial premises, properties near water or tanks positioned where they cannot be inspected easily.
The right answer depends on the site. A single-skin tank may be suitable in a low-risk, accessible position with proper separation and drainage, while a bunded tank offers more protection in exposed or sensitive locations. An engineer should assess the consequences of a failure, not simply choose the cheapest tank.
Access for deliveries and maintenance
Your fuel supplier must be able to reach the fill point safely, without dragging a hose across hazards or blocking a public road. At the same time, the tank needs enough clear space for future inspection, servicing and replacement. A location hidden behind fencing or landscaping may look neat but can make routine work unnecessarily difficult.
Think ahead to winter too. The route should remain practical in poor weather, and the tank should be protected from vehicle impact where it is near a drive, turning area or working yard. Bollards or other suitable barriers can help, provided they do not obstruct safe access to the tank.
Pipework, filters and isolation
Relocation usually means altering the oil line between the tank and boiler. This work needs to be carefully planned, especially where pipework passes underground, through walls or near vehicle routes. The line should be adequately protected, properly supported and kept accessible where possible.
The tank outlet, filter, fire safety valve and isolation arrangements all need to be suitable for the revised system. If an older tank is being moved because it has become difficult to reach, it is often sensible to review these components at the same time. Reusing worn pipework or a poor-quality filter can undermine an otherwise good installation.
Do you need planning permission or Building Regulations approval?
Planning permission is not automatically required every time a domestic oil tank is moved. Many installations can fall within permitted development rules, but this depends on the property and location. Listed buildings, conservation areas, flats, commercial sites and properties with planning conditions may be treated differently. Tank capacity, visibility from a highway and proximity to boundaries can also matter.
Building Regulations are a separate issue. Oil storage work should comply with the relevant standards, and notification may be required. Using an appropriately registered competent person is often the straightforward route because they can certify eligible work and arrange notification where applicable. If work is not carried out through such a scheme, you may need to involve your local authority Building Control before it begins.
Never assume that an old tank position was compliant simply because it has existed for a long time. When a tank is moved or replaced, the new work should be assessed against current requirements.
A practical relocation process
